Environmental Reports

  • Evaluates whether construction and long-term operation of the affordable housing project will meet state and federal air quality standards, ensuring the site is safe and healthy for future residents.

    • Findings: The developer will follow the report’s recommendations to install robust (MERV 13) air filtration systems. The homes at Mary Avenue Villas will comply with state and federal air standards that ensure a healthy indoor air environment for residents.

  • Determines whether noise levels at the site comply with federal requirements (especially for HUD-funded projects) to ensure residents live in an environment that supports health, comfort, and quality of life.

    • Findings: The developer will follow the report’s recommendations and install windows with various sound attenuation capabilities on the west side of the building.  With installation of proper windows, indoor noise levels will be below HUD requirements.

  • Analyzes how the project will impact local transportation networks and ensures safe, efficient access for residents, visitors, emergency services, and the surrounding community.

    • Findings: The traffic study projects that the development will generate a maximum of 12 car trips at the peak AM timeframe at 15 car trips at the PM peak hour.  These will not cause any additional delays at the Mary Ave/Stevens Creek Blvd intersection.

  • Examines soil, groundwater, and environmental conditions below the surface to confirm the site is stable, uncontaminated, and suitable for constructing long-lasting, safe housing.

    • Findings: The soil investigation found elevated levels of lead in the soil.  Further study defined a specific area with levels above allowable amounts for a residential development.  This relatively small area will be excavated during grading and disposed of at a permitted site.  The County of Santa Clara Dept. of Environmental Health is serving as the lead regulatory agency for soil management and will provide final approval for any soil mitigation plans and will review post removal test results to confirm the soil has been cleaned to the required level.
